Howard Pearce  
Howard has been Head of Environmental Finance and Pension Fund Management for the Environment Agency since 2003. He is responsible for the Agency’s non-regulatory work on greening business and developing and implementing a financially and environmentally responsible investment strategy for the Agency’s £1.2bn active pension fund. It is the 20th largest in the Local Government Pension Scheme and one of the most solvent being 95% funded. In the last two years he has overseen the publication and promotion of the following pieces of work :
- a pension fund greenness benchmarking study by Claros Consulting,
- a survey of the environmental disclosures of FTSE all share companies before the OFR by Trucost plc,
- a study of the links between good corporate environmental governance and good financial performance by Innovest,
- an assessment of stock market listed company green ratings, rankings and indices by URS.
He has also produced a new investment strategy for the Active Pension Fund including an environmental overlay strategy which have been used to re-tender the management of the entire pension fund into 8 new mandates that have specific financial targets and environmental requirements.
